A Certificate of Origin is sometimes required for goods being exported into certain overseas countries. It simply provides evidence of where the goods were originally manufactured which might be necessary for commercial or customs requirements.
EC and Arab Certificates of Origin
- European - A European Community (EC) Certificate of Origin can apply worldwide for customs clearance or simply to meet the 'quota requirement' of the importing county.
- Arab - An Arab Certificate of Origin is only required for exports to Arab League countries and always needs to be legalised by the embassy.

Certificate of Origin Completion Guide
Arab Certificate of Origin
An EUR1 Movement Certificate is used to support claims for preferential (usually zero) rates of duty in the country of importation. To qualify, the goods must ‘originate’ in the UK or EU and be supported by a completed and endorsed EUR1 Movement Certificate. The preference system only applies to countries where certain trade agreements exist with the EU.

EUR 1 Certificate
The ATR Certificate entitles goods in 'free circulation' in the EU* to receive preferential import duty treatment when shipped to Turkey. This applies to all eligible goods except agricultural goods, minerals and steel which require an EUR1 Movement Certificate.
To help you complete your ATR form, we recommend you consult HM Revenue & Customs Notice 812
*Free circulation in the EU means the goods are originating from, or on importation into, the EU, and that all the relevant duties and taxes have been paid.
